[Launcher] Hide specific batch to some user name, type or role

User story

As a developer I would like to add some batches that are visible only by other developpers or specific users so we can perform some experiments

Suggested workflow

If we could have a tags in the batch to limit the visibility it would be great.

Shitty example:

Visibility:
  Users: quentin.vien tom.thecat
  Roles: Artist
  Privilege: Admin

Would only let quentin and tom see the batch if their role is Artist and their privilage is Admin.

Default/missing setting would be visible by all users.
